Yes, I suppose that this would be a quick reference to some things--but not necessarily a frequent reference. On the other hand, it would be a good "quick start". Seiter provides solid, basic introductory information for using the normal Internet applications: email, Usenet news, ftp and archie, Gopher and World Wide Web. There are some exceptions. Usenet news is not normally accessible via email (I think he confused news with mailing lists) and the value range for an octet (byte) is zero to 255. The material, however, contains a lot of material on different interfaces for the various tools. The standard UNIX command-line examples are presented and then compared with different Mac client software. This would be quite helpful for those just getting online, but less useful after even a few months of experience. One chapter also reviews Internet access via the major commercial online systems. The appendices contain listings of newsgroups, ftp archives and WWW sites that would make for interesting browsing. The organization of the content is not very helpful in terms of following or finding a specific topic. Two (almost identical) sections in chapter four promise details on how to use ftp by email, but the specifics are buried in a section on CompuServe in chapter seven.
